Elliot H. Kallen brings over 25 years of entrepreneurial business ownership experience to Prosperity’s financial planning and advising practice. Elliot is a keynote speaker on motivation and marketing in the independent financial advisor industry, utilizing his previous experience in international distribution to teach other investment professionals nationwide and in the San Francisco area. Elliot is an Independent Financial Advisor and the founder of Prosperity Financial Group, Inc., a Registered Investment Advisory Firm. He holds Series 7-, 24-, 63-, 65- and 66-licensed to offer securities. Since 1993, Elliot has been licensed to offer insurance and annuities underwritten by a wide variety of the nation’s insurers.
Elliot’s practice focuses on entrepreneurs, business owners, retirees, and millennials. He advises on retirement and estate planning, employee benefit planning, insurance and risk management and investment planning programs. Elliot was awarded membership in International Who’s Who of Professionals for 2000 and again in 2007. He holds Bachelor of Arts degrees in both Accounting and Economics from Rutgers University in New Jersey and serves on several boards of non-profit and philanthropic organizations.
Currently, Elliot is President of A Brighter Day, a 501©(3) Charity he founded in memory of his youngest son. This charity unites stress and depression resources with teenagers throughout the Bay Area. He is actively involved with The Boys and Girls Clubs of the Diablo Valley. Elliot has helped raise hundreds of thousands of dollars for this organization, which is on the front lines in providing athletic, social and cultural programming to the children of Diablo Valley. Elliot formerly served as Board President. Elliot is also active with The Fallen Heroes Charity. He is also a former President of Congregation B’nai Shalom. In 2003, Elliot was recognized for his contribution to the Diablo Valley community, when he was named by the Business Advisory Council of the National Republican Congressional Committee as 2003 Businessman of the Year, which was featured in an article in The Wall Street Journal. In 2006, Elliot received the Ronald Reagan Gold Medal Award. In 2011, Elliot was named one of the Top 300 Advisors to the Defined Contribution 401(k) Industry.
Elliot is the proud father of two adult children, stepfather to two adult children and a grandfather. He and his wife reside in Lafayette, CA.

Chuck Ballweg specializes in financial planning for small business owners, busy professionals and affluent retirees who want to reduce their taxes, invest for their futures and leave lasting legacies. His experience in the business-owner market has led to Prosperity Financial Group being named among the 2006 “Top Financial Planning Firms” by the East Bay Business Journal. For 17 years, he co-owned a sales and marketing firm helping business owners achieve their goals. At Prosperity Financial Group, Chuck offers his clients access to a full range of financial products and support coupled with professional advice and a commitment to excellent service.
Chuck attended the University of Wisconsin in Madison and holds a Bachelor of Arts and a Bachelor of Science. Additionally, he has earned numerous industry credentials from The American College in Bryn Mawr, Pennsylvania, including the Chartered Life Underwriter (CLU®) designation, which reflects advanced studies in economics, finance, government and employee benefits, insurance, investments, and taxation and estate planning; the Chartered Financial Consultant (ChFC®) designation, which is awarded after the completion of studies relating to comprehensive financial planning and the application of insurance, investments and tax benefits to achieve long-term benefits for clients; and the Certified Financial Planner™ certification, which is earned through further study of each of the areas above, followed by a comprehensive examination. Chuck is also among a select group of individuals who have earned the Master of Science in financial services (MSFS).
Chuck and his wife, Edith, are longtime residents of Danville, California, and are active members of the Blackhawk Country Club. Chuck regularly participates in charitable and voluntary community events. He is an accomplished archer, frequently participating in archery tournaments, and a well-known bow-hunter, traveling the globe on bow-hunting safaris.
Henry (Hank) Fanger, CLU
Henry A. Fanger, CLU®, ChFC®, has more than 35 years of experience in the financial service industry and has developed an in-depth working knowledge of financial planning and investments. He has taught a retirement planning course at JFK University in Orinda, California, and has lectured numerous times on life and health insurance issues and personal financial matters at local civic organizations.
Henry received his bachelor’s degree from Washington University, St. Louis, and completed his post-graduate studies at the University of California at Berkeley with an MBA® in finance. He received his Chartered Financial Consultant designation from The American College in Bryn Mawr, Pennsylvania.
Henry is a long-time resident of the San Francisco Bay area and resides in Lafayette. He and his wife, Lynn, have two daughters. Henry enjoys fly-fishing and scuba diving.
Cesar (Al) Dantes
With more than 20 years in the financial services industry, Al provides an experienced, personal approach to investment management.
Al received his Bachelor of Arts in economics from Ateneo De Manila University in the Philippines. He is actively involved in community sports programs, including the Special Olympics.
My practice is designed to help those approaching or in the early stages of retirement, navigate all of the options available to them. These options often take the form of many concerns, such as: How do I move money from a 401k to an IRA; How do I take money from an IRA and when?; Do I still need insurance?; I have money left in a 529 plan, what can I do with it?; How do I make my retirement money last through retirement? How do I consolidate my assets? ; Can you construct a retirement plan that does not become a paperweight? There are many concerns and issues for retirees and pre-retirees alike.
Once these issues are addressed and resolved, most of my clients still have three primary concerns.
First, preserve their wealth. Most have accumulated significant assets and are concerned about losing their wealth due to market volatility, lawsuits, or illness. Using proven wealth management strategies, I review the client's situation, their goals, risk tolerance and time horizon, so I can resolve this concern in a suitable, tax efficient manner.
Second, in conjunction with the clients CPA® or accountant, I can provide strategies to help them manage taxes, specifically income and estate taxes. Few people want to pay taxes and the real issue is finding strategies that can help reduce or eliminate those they can. My role is to recommend an approach for their situation.
Finally, I address my client's personal interests and responsibilities. Most are concerned with three issues: First is making sure that their heirs are taken care of, second, they have a medical insurance strategy for lifetime, beyond employment, and third they have a retirement distribution plan that takes into account their net worth and lifestyle costs. Through my discovery process, I surface these issues and through the use of wealth management strategies, I recommend suitable solutions.
